My wife learnt to scuba dive in the UK. In cold, murky waters with very limited visibility. In other words, not the best place to dive. After that, diving in Thailand, Australia or the Caribbean was relatively easy.
You don't need to be with George Clooney to make a good portrait. And you don't need to be in New York, London, Istanbul or Bangkok to practice street photography. Photograph where you are. It won't look like New York so don't try to make it. Find out what's interesting or unique about where you are, your city, town, village or your street. It might not be easy, but practicing things we already find easy won't make us any better.
The best place to practice is wherever you are right now.
